Can I visit the visa section? 下面是我写给签证处的信,如有网友帮忙发往领事馆签证处,不胜感激。

Dear Sir,
I graduated from a Master’s program of Peking University in 2004. I received two copies of certification of acceptance issued by Language Institute of University of Sussex. The two papers both are very like copied ones, rather than original ones claimed by the sender.
The Language Institute told me in E-mail that the letters are generated from Word, and all logos on the papers they issue are in black and white. The stamp of the Institute of University will be a grey/blue colour which is original.
Since I am in very unusual trouble, some persons are trying their best to interrupt my application process, I am not sure whether the E-mails claimed to be sent from the University were really sent by them. I can not reach the University in telephone. So I plead for your help to enable judgment about the validity of the certification for visa application.
What I also feel uncertain is whether the phone call I received the day before yesterday is made by the visa section of Consulate in Shanghai(the number shown on my mobile phone is 019302100000000), in which I was told that the visa section do not provide help for document judgment except about the submitted ones by formal visa applicants.
There is some strange aspects which make me doubt about the certifications.
First,after the University said they have send me the certification of acceptance by DHL on 18th, Jan., what I found in my mailbox is rather a ordinary envelope without any post mark on it.
Second, the University could not tell me the number of the mail assigned by DHL company.
Since I could not investigate the mail in local DHL office, and I feel uncertain whether or not the paper in the ordinary envelope is a original one, I asked the University to send me another original certification by DHL. Laterly I received a mail sending by a DHL envelope. Its number is the very number the University has told me in E-mail, i.e. 3936769454. But there are also some strange aspects about the DHL mail.
First, the DHL mail was picked up in Gatwick – UK(I know by tracking in the website of www.dhl.com), not in Brighton which is the Language Institute’s address on the envelope. The Language Institute did not make any explanation after I inquiried in E-mail.
Second, the DHL mail arrived at DHL facility in London-Heathrow on night of 1st, February. But on 4th, the mail arrived at DHL facility in London-Heathrow for another time. No information is provided about what happened to the mail in the three days from 1st to 4th when tracking the mail on the website of DHL.
It seems that it is not suitable for me to submitting visa application before I know whether they are original. Since the papers are claimed to be sent from United Kingdom, and I intend to apply for a visa based on them, maybe the most appropriate people to make a judgment are the visa officers in the Consulate in Shanghai. I want to know can I visit the visa section?
